Some make the data more understandable by using interactive maps to provide visuals about where activities are taking place (e.g. government stimulus spending).  Others make the data more accessible by offering services to customize or deliver government information (e.g. postal codes to allow public interest groups to launch advocacy campaigns).

The crucial aspect behind these initiatives is that the government makes the data available in open formats free from restrictive licences so companies and civil society groups can create innovative websites, tools, and online services.

Last week, the global open data movement received a big boost in three countries that is sure to leave Canadians wondering why their government has been so slow to move on this issue.

The U.S. issued its much-anticipated Open Government Directive, instructing every federal department and agency to take specific actions to open its operations to the public.  Rather than simply identifying principles, the directive issued strict timelines for action.

For example, it requires agencies to publish “information online in an open format that can be retrieved, downloaded, indexed, and searched by commonly used web search applications. An open format is one that is platform independent, machine readable, and made available to the public without restrictions that would impede the re-use of that information.”  Each agency is required to publish at least three datasets within 45 days and to establish an open government section on its website.

Not to be outdone, the Australian Government 2.0 Task Force issued its draft report on how to make government information more accessible and usable.  The task force’s starting premise is that “public sector information is a national resource, and that releasing as much of it on as permissive terms as possible will maximize its economic and social value and reinforce a healthy democracy.”

Consistent with that view, the Task Force recommends that public sector information should be free, based on open standards, easily discoverable, machine-readable, and freely reusable.

Since Australian government data is subject to crown copyright restrictions (much like Canada), the Task Force recommends releasing government data under a Creative Commons attribution licence.

This means that the government will still maintain copyright, but it freely licences the work for re-use with no need for further permissions or compensation (only attribution is required).  This approach provides an efficient means of freeing up government works without the need for legislative change.

The British government also made new open government commitments.  Noting the success of recent initiatives – an online graffiti reporting site resulted in an 8 percent reduction in graffiti and a 30 percent reduction in complaints – it adopted new public data principles similarly based on the release of public datasets available for reuse at no charge.  It now promises to release more public data, including health, weather and traffic datasets, under open licences that enables free reuse, including commercial reuse.

These new initiatives herald a dramatic shift in the way governments use the Internet to make themselves more transparent and useful to their citizens.  They may also leave Canadians asking if their government is not prepared to lead, then why not at least follow?

I can categorically state that Media Sentry are NOT authorised to operate within Australia nor to Intercept communications within Australia no matter what they state in the email. In fact stating they can and making published allegations against a specific user with identifiers attached so that the user is made known to other organisations ie: an Australian ISP, Educational Institution, and Rental Accommodation Manager(s) could result in action on defamatory grounds being taken against them if the publication of the information causes damage (which in this case seems likely that it has).

And thinking they are immune since they are outside Australian jurisdiction would be a folly on their behalf and I kindly draw their attention to Dow Jones and Company Inc v Gutnick [2002] HCA 56? (http://www.austlii.edu.au/au/cases/cth/HCA/2002/56.htmlsure yet they bought the tickets are)

My understanding is that MediaSentry is covertly monitoring telecommunications without authorisation from an Australian court. Not only has MediaSentry defamed us to an ISP, I believe they`re risking charges of illegal surveillance.

Now, “Isn’t She Deneuvely,” a la French movie star Catherine Deneuve, says Vanity Fair of Winslet, who’s clad  fetchingly in only stockings and high heels.

But her appearance isn’t entirely without problems.

“What is especially remarkable about the image, from Vanity Fair magazine, is that it barely looks like Miss Winslet at all,” says the Mail Online, quite correctly.

In fact, “Professional airbrush artist Chris Bickmore believes it has been doctored wholesale,” says the story.

Like how?

The face: ‘There is no real detail in her face.’

The skin: ‘Her skin has generally been retouched all over so she has no lines or blemishes at all.’

The hands and feet: ‘There are no wrinkles or lines or veins on her hands and feet and this just is not natural.’

The figure: ‘Her back and lower body have been pinched in to make her look thinner and to give her some curves.’

Ah SO!

But, “”Kate is furious at suggestions that her body has been airbrushed,” her spokesperson told People magazine.

“She is in terrific shape and what you see is how she looks or she would never have agreed to pose for those shots.”

“The children I have met through my involvement with Childrens Hospital have truly touched my heart.”

The statement gives the impression Hilton is paying for a major portion.

Hospital officials didn’t specify the amount Hilton gave, “but said her contribution will trick out a double-patient room in the Childrens Center for Cancer and Blood Diseases, which is slated to open in 2010,” says E! Online, adding:

“Perhaps it really does run in the family after all. On Monday, the Chronicle of Philanthropy named Paris’ grandfather Barron Hilton as the No. 1 giver of 2007 on its annual list of America’s top 50 charitable donors.

“The elder Hilton announced in December that he had earmarked 97 percent of his multibillion-dollar fortune toward the family’s philanthropic foundation, which supports a range of causes worldwide.

“The remaining 3 percent of his estate will eventually be split among his eight children and numerous grandchildren.”

“I was surprised when I saw it, you know, but … stuff happens,” he’s quoted as stating.

Now, Glamour Shots claims, “Disney ripped them off by marketing ‘Hannah Montana Glamour Shots Candy’ on store shelves,” says TMZ, going on:

Cyrus is up there alongside the Dalai Lama, Russian president Vladimir Putin and Chinese president Hu Jintao.

George W. Bush is back after being left off last year, but he’s behind Hillary Clinton, Barack Obama and John McCain, all of whom after his job.

“When Time asked its readers to name the most influential people of the year, the No. 1 choice from 200 candidates was Nintendo video game designer Shigeru Miyamoto,” says Reuters, adding:

“Miyamoto tallied almost 2 million votes, 300,000 more than the runner-up, Korean pop singer Rain.”

US TV comedian Stephen Colbert came in third.

But, “The Time magazine list includes not just those with a positive influence but people who may have changed the world for the worse,” says the story, adding:

“Baitullah Mehsud, an al Qaeda-linked militant commander accused of being behind a wave of suicide attacks, including one that killed former Pakistani Prime Minister Benazir Bhutto last December, was listed.”

However, “Al Qaeda leader Osama bin Laden was not on this year’s list.”

“The star’s arrival in a blacked-out people carrier shortly after 5pm caused a media frenzy with some 200 press and fans jamming the street.

Last time around, supposed ‘racy’ pix of Cyrus, “sharing a piece of candy with a friend” leaked onto the Net were “nothing bad,” she said.

And they weren’t.

This time, “The shots show the 15-year old wearing just a bra and underwear while draped across the lap of an unnamed male, in another picture she’s pulling down her shirt to reveal a green bra,” says MTV.

Dearie me.

Babyshambles’ Pete Doherty has been jailed for 14 weeks following parole violations.

He’ll, “definitely miss a solo date at the Royal Albert Hall, but anyone with a ticket should have no fear as the concert hasn’t been cancelled, merely postponed,” says Londonist.

“Fans of the troubled musician will just have to hope that he’ll be let out early for good behaviour or similar in order to not miss a gig at this year’s Glastonbury festival.”

“I mean, Pedro got away with a fine and a driving ban for driving under the influence of drugs.

“Without a licence.

“He’s been caught with drugs more times than Boots the chemist.

“And apparently he appeared in court over 15 times in 2004, avoiding serving time on each occasion.”
