From the Belgian national TV report of this evening it appear this boy actually received help from a French and a Swiss in his hacking attempt. Given his young age, is was also reported that he would be judged under youth jurisdiction and that his parents would be liable for any costs related to this incident, which is they normal way things happen here when dealing with "criminals" under the age of 18. Well sort of, because in cases of stealing, it regularly happens that even recidivists children are released quite easily, and only in cases extreme delinquency will minors be put in "closed" reformatory houses.
I doubt such a hacking exploit can really be seen as extreme delinquency as there's no violence involved.

What may also be interesting is this case is that Rhode St. Genèse is one of the typical places where wealthy Belgian families reside.
