		<description>Hmmm, so who is getting the retroactive bill if this abortion goes through? The internet music retailers, or the purchasers. Either way, such a ruling is sure to drive even more people to the pirates, as if the retailers are charged they will try to recoup that with higher prices which will make their services less palatable. I suspect most consumers if handed a bill would tell whoever sent it to screw and not pay up. Then go to the pirates for future music downloads.</description>
