As someone with experience with Comcast from the inside. The management corporate culture will not change. they are using delaying tactics and excuses for slowdown in traffic in the system on p2p usage. They did this before 1999 and 10 years later they are doing the old tried and true divert the attention strategy again. From the inside I can tell you why but it would not matter. In summary they are out right lying and somehow they have paid the regulators off. (Alot of big cable franchise honchos hated Comcast then and they still hate Comcast now)

Wait - so they commit to stopping it once they add more network capacity and work out some stuff with BitTorrent - which could logically take a few months - and folks are still upset? If it was one web server to update, yeah it could be quick, but their network is pretty big. Did you actually think it would happen overnight, particularly when they said it would not.

comcrap isn't going to keep its promise. its money they are seeking and they need to oversell the bandwidth as much as possible and so in the end they will blame someone.
