I would guess ISPs pay a healthy sum for those pipes. How Bell thinks it should be legally allowed to degrade those products without recompense for its clients is bewildering. So, in my opinion, issues of 'bandwidth problems' shouldn't even be of relevance with respect to wholesale purchase. It should certainly have NOTHING TO DO WITH THE TYPE OF DATA BEING TRANSFERRED.
