		<description>If ISPs purchase transmission capability through Bell and Bell can&#039;t meet the specification of the product then it should be Bell&#039;s, and only Bell&#039;s, problem.

I would guess ISPs pay a healthy sum for those pipes.  How Bell thinks it should be legally allowed to degrade those products without recompense for its clients is bewildering.

So, in my opinion, issues of &#039;bandwidth problems&#039; shouldn&#039;t even be of relevance with respect to wholesale purchase.  It should certainly have NOTHING TO DO WITH THE TYPE OF DATA BEING TRANSFERRED.</description>
