Unfortunately, traffic shapimg, for Bell ans Rogers, is not about conserving bandwith. It is also not about packing more customers onto a network. These companies are not all that interested in being Consumer ISPs. There is no money in it. Not compared to the rest of their businesses. Rogers and Bell, together, own a huge percentage of the television netwroks, broadcasters, and distribution companies in Canada. They also have their share of production and studio operations. in addition to that, they have close relationships with the US TV, movie, and music indusrties.
Every TV episode that is downloaded is perceived to cost them money in ads not watched, ppv not paid, channla not subscribed to, and valuable reputation points lost to the US makers of the show.
How many US TV shows do you see on Bell and Rogers networks? How many movie and music ads? What would happen if Bell and Rogers lost those shows and ads? That is what they are afraid of. That is why they shape and that is why the CRTC does nothimg.
If you want to change it, I thimk the only way is with your money. Our "evil" capitalist system is based on that: the money you spend. stop paying Bell and Rogers for theior services, don't buy their stock or funds that do.
I have been trying to do just that for 2 years: I use voip, sat radio, a small dsl provider (still on a Bell circuit though)

Why not at the same time import from Europe another good thing: INCLUDE TAXES AND FEES INTO PRICES. I only care about the amount I pay at the end only! And adding is way easier than multiplying by a decimal fraction.

So, get rid of this: extra taxes (not included in prices), stray fees "system access fee", "911 fee", "9/11 fee" and the like. If everyone has to pay it, it must be in the price, that's it!

The business is interested in excluding as many fees as possible from the base price so that the prices appear lower than they really are. So, for consumer protection, the government must force taxes and common fees to be included into prices, so that nearly everyone pays the price listed. If business does not want to include taxes into prices voluntarily, why not force it with a law requiring including taxes and common fees into prices?

Our archaic CRTC won't put a stop to whats happening with the throttling now.
Our CRTC wants nothing to do with the internet
Our CRTC is a puppet master for whomever has the big bucks.

Customer protection?
Protection from rogue companies?
Protection the scams being deployed by the big telco's?
Protection from the anti-competitve tactics of the big telco's?

Puh-lease. They don't give a damn as can be seen by the replies from the CRTC that people have posted in the fourms.

Don't get your hopes up for a cease & desist. It doesn't have an iota of a chance.

A snowballs chance in hell has better odds.

The industry minister (liberals and conservative gov's) wants things as they are, and as they are is how it will stay. The political contributions/fundings by the big Telco have big sway into what is said by whom here in Canada.

Mandate replacing damaged copper with fiber?
We will see legalized pot before that... oh wait we have that.

I believe that people should systematically boycott any rog corporations.

This corporate thing is going way to far and if we let it continue it will enslave us all!
Capitalism is becomming extreme and extreme capitalism is the same as communism: No FREEDOM!

Eventually an handful of mega corporations directed by non-elected executives will rule the entire planet. What is the difference with comunism?

None!
