Yeah, it took a physical search to determine that paperwork was out of order, and officials were required to detain them, instead of mailing a notice.

Business as usual for governments of that caliber. This is why I still support the US support of South Viet Nam in the 60s and 70s, even though the US government “screwed the pooch” on it.
