The only thing we are doing by keeping them illegal is making sure that people will get hooked on them by having seriously varying dosages from street vendor to street vendor. Make them legal, make them regulated by the federal government, and we will solve the problem of addiction almost overnight, for the future people anyway. The addictions that we already have.... I think those would disappear to, when the people would have the same dosages necessary to get the same pleasurable effect and could be sure that would be all they needed to get that effect.
