FCC Chairman Seeks to End Comcast’s Delay of File Sharing – Washington Post

Federal Communications Commission Chairman Kevin J. Martin said yesterday he would seek to stop Comcast from its practice of slowing Internet access of users sharing large files, but he won’t levy a fine against the cable service provider. The nation’s chief telecommunications regulator said in a news conference that the cable operator failed to engage in “reasonable” management of its network and that he would seek support from the other four commissioners to stop the company from its practice of delaying some direct exchanges of video and other files between users on its network. The commission will vote on Martin’s proposal at its Aug. 1 meeting. Martin said he would not, however, seek to levy a fine because the priority of his order was to stop Comcast’s practices.

Students Show How to Cheat via YouTube – Wired Campus

Academic cheating and dishonesty have long been a problem. But with YouTube students have discovered a new avenue for actually promoting such fraud. Liz Losh, a rhetorician at the University of California at Irvine, notes that there’s now a genre of videos that combine cheating advice with a “do-it-yourself aesthetic.” She flagged one of them Wednesday on her blog. It shows a student using a scanner and photo-editing software to make a cheat sheet on a Coke bottle.

A new joint offer from Microsoft Corp. and investor Carl Icahn to break up Yahoo Inc. — firmly rejected by Yahoo — sets the stage for an intensified proxy battle as fewer options for compromise among the combatants remain. The proposal, made Friday night, envisioned that Microsoft would buy Yahoo’s search business and let Mr. Icahn and his slate of directors control the rest of the company. The deal was conditioned on the removal of Yahoo Chief Executive Jerry Yang and its board.

Cyberbullies targeted – Sun Media

Edmontonians are joining the push to make cyberbullying a crime. “There is a sentiment out there that the Internet is lawless and there’s no point trying to govern it in any way,” said Dennis Theobald of the Alberta Teachers’ Association. “I think that, in fact, is mistaken.” Theobald’s comments followed yesterday’s announcement that the Canadian Teachers’ Federation would call on the federal government to clamp down on online snipers. According to the federation, 34% of surveyed Canadians knew students victimized by online meanies in the past year, while 20% knew teachers who were also targeted.

Microsoft Corp. is trimming the price of its Xbox 360 video game console to make way for a new model with a bigger hard drive. Starting Sunday, Microsoft’s mid-range Xbox 360 console with a 20-gigabyte hard drive will cost $299 in the U.S., down from $350.
