of course, Click’s assurances presumably can only apply to UK law.

the issue they say is that phone services don’t want the overpriced phone unlocked because they subsidize the expense by offering them free or cheap to customers who take out a long-term contract. if the phone is unlocked, the customer can use any SIM card from any phone service.

so the service providers prefer the customer be locked into a long-term contract, instead of allowing the customer to choose how they use their phone.

and anyway, there are much better similar cameras out now - and many more coming out soon. the new iphone doesn’t even have a camera (according to the Click report) - for those who care about such things.
