Austria, Denmark, Germany, Greece, Italy and the UK have adopted it but, because of “a reported immense flood of comments and suggestions,” the Swedish implementation may be further delayed, says GrepLaw here.
It also says:
” The Commission has now decided to send reasoned opinions to the other eleven Member States (Belgium, Germany, Spain, France, Ireland, Luxembourg, the Netherlands, Portugal, Finland, Sweden and the UK) which are still in the course of implementation. Should a Member State which has received a reasoned opinion fail to give a satisfactory reply within the deadline (usually two months), the Commission may refer the matter to the European Court of Justice.”

The ability to share culture (books, movies and music) is a deep rooted tradition in Sweden.
When the VCRs and compact audio casettes made it possible for everyone to make a copy for himself and a friend it was deemed as fair use.
The unofficial number is that you may give 5 copies of a product to friends.
This was of course when “copy” meant a physical medium.
Now, with modern technology, you don’t even need to know who you are giving your copy to.
The WIPO-conglomerate has forced this change in ownership tradition onto a country using sneak-tactics and lobbying, much like the shameful DMCA in USA.
Luckily the Swedish government still intends to keep the ability to make a personal copy of a licensed product, but this time only for yourself.
This movement towards restriction is not for progress of mankind, this is for progress of the movie- music- bookpublishing industry and the decline of mankind.
Sharing culture cultivates further thoughts, ideas and progress.
One product spawning a multitude of inspired works.
If people are unable to obtain these products (as with rare works) or cannot afford them (as with new works) this healthy chainreaction will start slowing down.
With less products available, the prices will of course rise even further, making the products even more inaccesible for average citizens.
This is a very dangerous course society is taking.
Frightningly much similar to the declines of both the Greek and the Roman antique civilizations.
We all know where that ended up.
