China wants ISP self-discipline

p2pnet.net News:- As it cracks down on Internet cafes, China is now also calling for ISPs and other "Internet-related organizations" across the country to sign a self-discipline pact.

The idea is to protect online intellectual property rights and "prevent cyber crime, the spread of harmful information and unhealthy competition," says Xinhua, China’s state news agency, here.

The pact has four chapters and 31 articles, it continues, and "is initiated and implemented by the Beijing-based China Internet Association, a national self-governing body for the country’s Internet sector. The pledge stresses the establishment of a self-disciplinary mechanism aimed to advance the healthy and orderly development of the Internet industry in China."

The basic principles of self-discipline for the Internet industry are patriotism, observance of the law, fairness and trustworthiness, according to the pact, says Xinhua, going on that under the pact, ISPs, shouldn’t issue or spread information "threatening the national security, social stability orcontaining superstitious or erotic content.

"Those websites containing deleterious information should not be linked, and the information inflow from other domestic and overseas websites should be examined and supervised by relevant organizations, according to the pact."

Effective measures "should be taken to create a good environmentfor juvenile Internet surfers, and Internet bars should direct surfers, especially young surfers, to have access to healthy online information.

The Internet industry should oppose online virus spread and, "take relevant precautions, according to the pact, encouraging enterprises and individuals to develop software and hardware products with their own intellectual property rights," says the report, adding:

"The pact also calls for active participation of international cooperation and exchanges in this regard, as well as observance of international agreements signed by China."

This is just another means of the communist hierarchy to stem and control the flow of information into or out of the country. from this, and other measures, usually painted to be a benign aid to stem the flow of evil, but in reality these wolves in sheeps clothing are trying to maintain an iron fisted grip on knowledge in a most orwellian manner, ala 1984. they shall not succeed however, and hopefully within my lifetime, we shall see their machinations fail; miserably, and utterly!

Ashcroft and Bush should adopt this.
