Curiously, if the british police don&#039;t pay, can they arrest you for not paying, or is this another case of one rule for the strong and a different rule for the weak? Or would they even bother to follow up any of their reports of the &#039;crime&#039;?
Finally, shouldn&#039;t the KKK have to prove that the &#039;general public&#039; was watching or listening in order to successfully make a prosecution? That would be hard to do.</description>
