The standard [CRTC] response to all questions is:
Pursuant to section 39 of the Telecommunications Act, certain information in this response is being provided in confidence to the Commission. Release of this information on the public record would allow existing and potential competitors to formulate more effective business plans and marketing strategies, thereby prejudicing the Companies’ competitive position and causing specific direct harm to the Companies. An abridged version is provided for the public record.
Abridged? That means censored, surely ! ?
In other words, it’s more important that Bell competitors don’t get to compete than it is for the public to have access to details of how Bell intends to penetrate its customers even more painfully than it has already.

/facepalm once again embarrassment from what should be a regulatory institution in favor of the people not big business.
send them an email or 2. Hell send them 10,000. To every available CRTC email for this lack of respect for the public well being.

The CRTC exists to protect the telecom companies, not the general public. You can send them millions of letters, it won’t change their minds.

The CRTC is about as corrupt as you can get in a body thats supposed to protect the interests of the common people.
Don’t complain to them about this, complain to your local politicians, complain to the people at the top of the chain, complain to the prime minister and whoever else at the top will listen.
If they won’t listen, vote them out.
If even this doesn’t work, well there is always armed insurrection…
