"Staying the course" shouldn't even be an option for them right now. PROGRESS is needed! "Not making things worse" is NOT a progressive result. Anyone viewing that as a good thing is being unjustly complacent. The CRTC continues to avoid any opportunity to dig their heels in and justifying their existence, which only reinforces the consensus.
