		<description>I&#039;m afraid that as an ex-ISP and now as just an ISP user I see and understand both sides of the argument.
An ISP needs to use DPI type hardware to prevent network failure.
As an ISP client - I dont really want anyone to look inside my packets. They&#039;re my packets and only intended for the person that I am sending to or receiving from.

Packet shaping needs to take place or the networks will fail.
I considered that possibly users could be made cognizant of the effects on the networks that P2P programs have alas I have learnt that will not be achieved in short order.

Possibly an answer is to form a P2P organisation that asks users to agree to a voluntary code of P2P conduct.
With enough users, the organisation would have enormous lobbying power.</description>
