How is making a cheap PC going to stop people from using pirated copies of Windows? It's not the cost of the PC's that is driving people away it is the cost of their software. The dusty nether regions of my brain seems to recall a article about people in Asia buying computers with Linux installed and once purchased, the consumer installed Windows instead. Why not be honest? "We want to continue our monopoly and we've decided to move our market into third world countries ... " Think they’ve got it ass backwards.
