The Adopi law will not work since the only thing you have to do to make them go away is contest it.

Most ISP&#039;s in the UK already employ traffic shaping and &quot;Fair Use&quot; policys based on amount of data downloaded. As such, nothing would actually change - other than people getting more pissed off, changing ISP&#039;s between warnings (after all, ISP&#039;s won&#039;t be able to pass user details to other ISP&#039;s due to data protection unless they go through a court) and employing encryption / VPN technology.</description>
