The occasion? The movie cartel’s Hong Kong Boy Scout merit badge becomes official, complete with bells, whistles and PR puff piece.
Involved as co-organizers (along with the cartel’s Motion Picture Association) were the Scout Association of Hong Kong, together with well-known scouting supporters the Hong Kong Customs and Excise Department and Hong Kong Intellectual Property Society.
Scouts in Hong Kong can now ‘earn’ the MPA intellectual property merit badge – as long as they put in the required study hours and successfully complete tests to prove they’ve sucked in the studios’ self-serving propaganda to the effect that only hardened criminals share files with each other.
It would be funny if it wasn’t so sick.

Who can earn the badge?
Scout leaders and members who successfully completed the "Intellectual Property Rights" Education Programme can earn the badge.
What do they have to do to earn the badge?
All participants have to attend a series of seminars and workshops, topics include: the meaning of "Intellectual Property Rights", implication and influence of infringement of "Intellectual Property
Rights", the importance of protecting and respecting for "Intellectual Property Rights" in order to build up a positive view. Besides, they also have to join the "I Pledge" Scheme and work in action in promoting the message.
Why are the Hong Kong Scouts doing this?
The infringement of "Intellectual Property Rights" becomes a social and international concern. As respecting and protecting "Intellectual Property Rights" are important for the benefit of individual, economy and society, Intellectual Property Department invites Scout Association of Hong Kong to jointly organize the "Scout Programme on Respect for Intellectual Property Rights" which aims at enhancing all Scout leaders and members the knowledge on respecting for "Intellectual Property Rights". To enable the full-scale development of the programme, Scout members from different age groups will be trained to have a positive view on protecting creativity for the betterment of Hong Kong society. "Intellectual Property Rights" training for Scout leaders will also be organized to fit in with the launch of the programme later this year.
Doesn’t it go against typical merit badges, which usually require that Scouts perform tasks essential for life skills like making fires, first aid or business, even sailing?
In Scout Movement, young people are trained by using merit badges (we named proficiency badges) and other activities as instruments for their physical, intellectual, social, spiritual and aesthetic development. Educating the youths to be self-reliant, supportive, responsible and committed for the betterment of our society is the mission of our Association.
Whose idea was it? Who influenced the Hong Kong Scouts Association to do this? Did the STOP iniative headed by the United States Department of Justice have anything to do with the decision?
It was the idea from Intellectual Property Department
What will the children think of this?
Scout leaders and members welcome the idea as they realize the importance of protecting and respecting for "Intellectual Property Rights" to build up a positive view.
