The goal is to confuse. CRIA does not know what it wants, except to screw the creators and consumers as much as possible. It will say whatever it has to, taking whatever sides required, to ensure that happens.

So does it lie? Of course! Does it confuse? Of course!

And while people are busy wasting time trying to understand what the CRIA wants, the CRIA is working through their plan to crew the artists and consumers in new and creative ways never thought of before.

Confusion resolution: don’t pay much attention to what they say, know what their goals are and you’ll better understand what they are actually doing.
