		<description>Fee distribution in Voluntary Collective Licensing should not be based on what is shared, but rather on what is played...

If I have a new crappy file shared but noone likes it, why should the author of that get a fee? But if people listen to particular song author should get paid... and a sample-listening (like 30sec) should not get counted as full play...
