This is because the 2.5 upgrade does not work on earlier version.
It is only recommended by Sony for model PSP 1006.

IS THUR A DOWNGRADER FOR 2.5? CUZ I MADE A MISTAKE ON UPGRADING A PSP 1000K VER. 1.50 TO 2.5, NOT THAT IT DOESN’T WORK-IT WORKS PERFECTLY IT JUST THAT NOW I CAN’T PLAY EMULATOR GAMES, AND THAT SUX!

There is a minor error in this article:
“This comes after the 2.0 update was released just to fix a security flaw in 2.00 that allowed users to run some unauthorized “homebrew” code – eventually leading to the release of a working downgrader for the PSP.”

this should be

“This comes after the 2.1 update was released just to fix a security flaw in 2.00 that allowed users to run some unauthorized “homebrew” code – eventually leading to the release of a working downgrader for the PSP.”
