Iraq was getting fed up with the fact they where subsidising USA life style. You see USA is already broke. The only thing which is stoping from defaulting on it deats is fact oil is sold US$, this is keeping USA going. Iraq sead in future it was going to sell it oil in another currancey the Euro (e). The funny thing is the other members of OPEC are now talking about selling Oil in Euro's. Is it stange that Bush wants to do something about cleaner fules now?
