French p2p file share penalties

The comment points to a Computerworld story which states the bill, "will make it illegal to develop, distribute or promote P-to-P (peer-to-peer) software for purposes other than collaborative working, research purposes or the exchange of noncommercial works.
"In addition, if French Internet users are found to have traded illicit files using such software, they will face a fine of $46 per infraction for downloading, or $182 per infraction for uploading. The bill calls on the Council of State to determine what level of trading constitutes an infraction."
That’s a hell of a lot better than section which would have put file-sharing alongside counterfeiting with jail terms sentences of up to three years, and fines of up 300,000 euros ($358,000).
But it isn’t to say the fines now mooted are acceptable either.
It’s frightening. Hard-core commercial entertainment corporations wield as much power, if not more, than elected governments.

And there was me thinking france was liberal and would resist cartel bribes(lobbying).

welcome to Planet hollywood, buddy. Its easier in the usa, where the goverment elected officials are former actors. They can remember thier lines and what opinions they are told to have a lot better than the garden variety politicians who on occasion can think for themselves.

In response of the new law, that he finds too restrictive and the result of too heavy lobbying, Alain Suguenot, Representative & mayor of Beaunes decided to discontinue the Beaunes film festival that he organized with the ARP (the french counterpart to the MPAA) and to start a new event about… internet, it’s future, and online freedom.
Way to go, M. Suguenot !
