Considering that xp has been out for over 5 years now i'm positive that much of this "piracy" is people who've bought new pc's, tossed out the old ones and felt no need to pay for another copy of the same OS. Same would go for office 2000, i'm sure a lot of people have bought new pc's and simply copied office 2k onto it after tossing the old pc. As always the BSA is full of BS.
